This is the ratio of the total capital to total assets for the consolidated balance sheet of the 12 Reserve Banks. Note that the Federal Reserve makes its own accounting standards, and changes them when it sees fit. Note also that the Federal Reserve changed its accounting standards several years ago, in a way that would not allow it to report a negative capital number in the event of any significant losses in its investment portfolio.
